FOLKS Annual Meeting

January 23, 2010, 9:30 AM at the Stoughton Country Club Lower Level.

 FOLKS Board Approves Water Flow Study Between Lakes Waubesa and Kegonsa (August 31, 2009)

The FOLKS Lake Level and Flow Rate Subcommittee (LLFRS) will manage the installation of up to ten continuous recording pressure transducers at potentially critical points along the Yahara River between Lake Waubesa and Lake Kegonsa for approximately two weeks at an estimated cost of $2,700.00.

The objective of the study is to determine if there are one or more natural or manmade features in the Yahara River flow path between the two lakes that are seriously restricting the flow of water from Lake Waubesa into Lake Kegonsa.

The length of the Yahara River from Lake Waubesa to Lake Kegonsa is approximately 3.5 miles.  The exact number of transducers and their locations will be dependent on public participation, which will include allowing FOLKS to install the pressure transducers on fixed objects e.g. stable piers, having a surveyor document a fixed point on the fixed object  i.e. GPS location and elevation, collecting stored data from the recording pressure transducers at least twice during the two week process, reevaluating and changing the original locations based on the initial review of the data, and removing the transducers. The WDNR will be informed of this research project prior to its start. In addition, other parties will be informed at the appropriate times. Team leader for this project will be Mike Amstadt. Mike will direct the installation of the transducers, conduct of the survey, collection of the data, removal of the transducers, and preparation /analysis of the data. The information collected by the transducers will be downloaded to a PC and evaluated to determine if and where there may be an obstruction(s) in this stretch of the river channel. Staff will be comprised primarily of LLFRS members.

Temporary Lake Kegonsa Level Orders effective April 2, 2009
 
THE DEPARTMENT ORDERS: Kegonsa Lock and Dam water level order docket 3-WR-ll 16 dated October 5, 1972, with corrected elevation reference marks dated April 11, 1979, is amended as follows:
 
1. When Lake Mendota, Monona or Waubesa is at or more than 0.5 feet above its summer maximum specified in the dams' water level orders for seven consecutive days and theWaubesa Dam has been fully open for seven consecutive days, or at the direction of theLower Rock River Basin Leader, Kegonsa Dam shall be operated to draw down to thesummer minimum level. Draw down shall not exceed more than 6-inches per day.
 
2. When Lake Mendota, Monona, Waubesa or Kegonsa is at or more than 1-foot above its summer maximum specified in the dams' water level orders for three consecutive days and the Waubesa Dam has been fully open for three consecutive days, or at the direction of the Lower Rock River Basin Leader, the Kegonsa Dam shall be operated to draw down the impoundment to the maximum possible. Draw down shall not exceed more than 6-inches per day.
 
3. Unless directed by the Lower Rock River Basin Leader, the Kegonsa Dam will remain open until each impoundment is at or below its summer maximum level.
 
4. Refilling of the impoundments or closing dams will occur ņom downstream to upstream.  Each dam operator will be notified by the Department's Lower Rock River Basin Leader or designee that the dam can be closed down to pass at least 25% of the flow from the nextupstream dam. The Stoughton Dam operator will be notified first.
 
5. This amendment will terminate on December 31, 2010 unless revised water level orders are issued prior to that date.
